Dr. Phil Byrne Biography

Phil Byrne, Ed.D., is an academic healthcare executive with more than 25 years of experience leading graduate medical education, academic strategy, physician workforce development, research administration, and organizational transformation across integrated health systems and academic medical centers. Throughout his career, he has partnered with executive leadership, governing boards, and physician leaders to align academic medicine with health system priorities, driving organizational growth, accreditation excellence, and long-term workforce sustainability.

Dr. Byrne currently serves as Designated Institutional Official (DIO) of Baptist Memorial Medical Education. Dr. Byrne previously served as the DIO at the University of Missouri–Kansas City School of Medicine, providing executive oversight for one of the region's largest graduate medical education enterprises, including 38 ACGME-accredited residency and fellowship programs and 14 additional graduate training programs. Under his leadership, the Sponsoring Institution maintained continued ACGME accreditation with no citations while strengthening institutional governance, modernizing policies, implementing enterprise-wide quality and accreditation initiatives, and expanding strategic academic partnerships.

Previously, Dr. Byrne served as Vice President of Medical Education and Research at Community Medical Centers and Assistant Dean for Graduate Medical Education Administration at the University of Kansas Medical Center, where he directed a $54 million graduate medical education enterprise supporting 58 ACGME-accredited residency programs. Across these executive leadership roles, he has guided physician workforce planning, graduate medical education expansion, research operations, financial stewardship, affiliation agreements, faculty development, and strategic initiatives that position academic programs to support health system growth and community needs.

Recognized as a collaborative and innovative leader, Dr. Byrne has extensive experience building high-performing leadership teams, fostering physician engagement, leading organizational change, and navigating complex regulatory and accreditation environments. His work consistently focuses on developing sustainable academic infrastructures that improve educational quality while advancing clinical excellence, recruitment, physician retention, and organizational performance.

An accomplished educator and scholar, Dr. Byrne has published and presented nationally on graduate medical education, physician leadership, faculty development, competency assessment, and physician well-being. He earned his Doctor of Education in Educational Leadership and Policy Analysis from the University of Missouri, where his research examined leadership pathways in higher education.
